Title: A bill to develop and maintain an integrated system of ocean and coastal observations for the Nation's coasts, oceans and Great Lakes, improve warning of tsunamis and other natural hazards, and for other purposes--to establish and maintain an integrated system of ocean and coastal observations, data communication and management, analysis, modeling, research, education, and outreach designed to provide data and information for the timely detection and prediction of changes occurring in the ocean and coastal environment that impact the Nation's social, economic, and ecological systems. Requires the system to provide for long-term, continuous, and quality-controlled observations of the coasts, oceans, and Great Lakes .

Title: To provide for reconciliation pursuant to section 201(a) of the concurrent resolution on the budget for fiscal year 2006. Provides for reconciliation of the budget for FY2006 pursuant to H.Con.Res. 95 (congressional budget resolution) by the House Committees on: (1) Agriculture; (2) Education and the Workforce; (3) Energy and Commerce; (4) Financial Services; (5) the Judiciary; (6) Resources; (7) Transportation and Infrastructure; and (8) Ways and Means. This bill contains several sections that would negatively impact the environment.

Status: In negotiation between House and Senate. Arctic National Wildlife Refuge safe—for now, as the House of Representatives stripped the proposal, to open up the Refuge and allowed drilling, from the budget reconciliation. But, Senate negotiators on a House-Senate conference committee will include Sens. Ted Stevens (R-Alaska) and Pete V. Domenici (R-N.M.), who have made it clear they will not agree to any final measure that does not include Arctic drilling. We'll have to wait and see what the final resolution is.

Title: Green Chemistry Research and Development Act of 2005 — Directs the President to establish a Green Chemistry Research and Development Program to promote and coordinate Federal research, development, demonstration, education, and technology transfer activities related to green chemistry. Defines green chemistry as chemistry and and chemical engineering to design chemical products and processes that reduce or eliminate the use or generation of hazardous substances through safe and efficient manufacturing processes.
